Overview

The Receiver of Taxes is responsible for the collection of all town, school, and county property taxes. Most property in Patterson, including residential, commercial, and even vacant land, is subject to property taxes based on the assessed value of the property as determined by the Patterson Assessor. Tax bills are prepared by Putnam County and are sent to the owner of record of each taxable property or to the owner's authorized representative, such as a mortgage lender. Payments are sent to the Receiver of Taxes who records the payment and issues a receipt. The Patterson property tax provides the primary funding source for the services provided by the town of Patterson, including highway maintenance and government services such as planning and zoning. Sales taxes are paid directly to Putnam County and are not shared with any of the six towns in the County. The Receiver of Taxes is an elected position with a term of four years.

Patterson property owners receive two annual property tax bills. Town and Putnam County taxes are due in January and school district taxes are due in September. The larger bill is for school taxes, which are collected by the Patterson Receiver of Taxes on behalf of the school districts. The school tax rate is determined directly by each school district and inquiries about these taxes and school budgets should be made directly to the appropriate school district. Putnam County taxes appear on the same bill as the Patterson town taxes. Putnam County tax rates are determined by the Putnam County Executive and the Putnam County Legislature and are not controlled by the Patterson Receiver of Taxes or the Town of Patterson. Inquiries about these taxes should be made directly to the Putnam County Commissioner of Finance.

The typical town property tax bill contains many components. In addition to the town property tax, your bill may include taxes and fees collected to pay for other services unique to your area. Residents of the Patterson hamlet, for example, belong to a park district which funds the town park on Maple Avenue, a lighting district to fund street lighting on Route 311, a fire district to fund the Patterson Fire Dept. and the Putnam Lake Fire Dept, and a garbage district to fund garbage and recycling pickups. All Patterson residents also pay a fee to fund the Patterson Library.

Patterson town tax rates are determined by the Patterson Town Board. The town budget is the subject of public meetings usually held at the end of each year. The specific dates for these meetings can be found on the Town Board calendar, which can be reached via a link on the Town Board webpage. The Patterson Library, Patterson Fire Dept., and Putnam Lake Fire Dept. determine their own budgets and should be contacted directly for more information on their budgets.

Many property owners do not pay their property tax bills directly, but instead pay into an escrow account maintained by a mortgage lender which will pay the tax bill from the funds in the escrow account. Even if the mortgage lender has the responsibility to pay the tax bill, the property owner is still legally liable for the payment. Property owners should monitor their mortgage lenders to ensure that the tax bills are paid on a timely basis.

County of Putnam & Town of Patterson Taxes
Payments in full:
January full payment can be made without interest
February full payment + 1% interest
March full payment + 2% interest + $2.00
April full payment + 3% interest + $2.00
After May 1st full payment must be made to the Putnam County Commissioner of Finance
Installment payments:
January 50% of full payment
February 1st until July 31st second installment payable in any month + 1% per month interest
after August 1st balance payable to the Putnam County Commissioner of Finance

The Patterson Town Tax Receiver is responsible for the billing and collection of current County of Putnam and Town of Patterson Taxes for residents of the Town of Patterson. County & Town Tax bills are mailed on or before December 31st and cover the period of the following January 1st through December 31st calendar year.

County and Town Taxes are due January 31st of each year, in full, interest free. Payment in full is also accepted February through April with 1% interest per month plus $2.00 in March & April. Total taxes may also be paid in two installments with 50% or more of full payment due by January 31st, interest free. The second installment is payable in any month between February and July with 1% interest per month.

Payments must be in the Tax Department on the due date, or post-marked on that day at the United States Post Office. All mailed-in payments must have a valid U.S. Postmark on or before the due date.

School Tax Collection

School District Taxes
Payments in full:
September full payment can be made without interest
October full payment + 2% interest
After October 31st full payment + 2% interest & 7% penalty will be re-levied to County & Town Tax bill
Installment payments:
September 15 2% service fee + 50% of full payment
March 15 2% service fee + 50% of full payment payable to the Putnam County Commissioner of Finance

The Patterson Town Tax Receiver is responsible for the billing and collection of current Brewster Central School and Carmel Central School Taxes for residents of the Town of Patterson. School Tax bills are mailed on or before September 1st and cover the period of July 1st through June 30th of the following calendar year.

School Taxes are due September 30th of each year, in full, penalty free. Payment in full is also accepted by October 31st with 2% interest. Total taxes may also be paid in two installments with a 4% service charge. Due dates for partial payments are September 15th and March 15th of the following year.

Payments must be in the Tax Department on the due date, or post-marked on that day at the United States Post Office. All mailed-in payments must have a valid U.S. Postmark on or before the due date.

Town of Patterson Returned Check Policy: A returned check fee will be charged to a payee for a payment made by check to the Town of Patterson that is not honored. The amount of the fee will be $20, or the amount charged to the Town, whichever is greater. The amount of the original payment, along with the returned check fee, must be made by cash, bank check or money order. This policy is to be posted in all departments that accept payments by check.

Taxpayers may pay their taxes with a Credit Card, VISA-only Debit card, or E-check. There will be an upfront convenience fee associated with the electronic payments. Please review the fee schedule below. Please note all taxes are considered wholly unpaid until an electronic payment clears through backend processes. For the convenience of the residents, Tax Receiver Mary DeLanoy will be collecting Carmel Central School District taxes for the Towns of Patterson, Putnam Valley and Southeast and the Brewster Central School District taxes for the Town of Patterson in Putnam County. Taxes can be paid in person directly to Mary DeLanoy, Receiver of Taxes, at the Patterson Town Hall, Patterson, New York 12563, week days from 9:00 a.m. to 3:00 p.m., from September 1, through and including October 31, (Saturday, Sunday and Holidays excluded). Taxes are also accepted by mail or online as stated above.
